Tell City Council to Leave our Water Alone.
Calgary City Council is coming for your water! The restrictions of 2024 were just the beginning. They have proposed a Water Efficiency Plan which will be put to a vote in council on April 28, 2026. This is an incremental, subversive, step in implementing Goal #6 of the UN’s 17 Sustainable Development Goals (SDGs). Learn more about SDG’s HERE. Please take action in sending the letter regardless of your province as this is the ‘2030 Agenda’ Canadawide!
What they want to implement:
- Approximately $160 million in surveillance spending on new smart water meters to enable “daily tracking” and “tiered pricing.”
- Permanent outdoor water restrictions
- A goal of reducing daily household water consumption by 50% — from the current 300 litres/day to 150 litres/day by 2040
- Enforcement measures that could include penalties and possible disconnection of water service for non-compliance.
Does any of this make sense given that the City is:
- currently only using approximately 43% of its licensed water capacity
- experiencing an estimated 22% water loss through leakage in its infrastructure (that equates to approximately 16,800 olympic-sized pools per year!)
- decreased per-capita water use by over 30% between 2003 and 2014 through education and voluntary conservation efforts rather than permanent restrictions.
Councillor Mike Jamieson (Ward 12) is exploring changes to the Plan, including:
- Delaying timelines for city-wide water meter replacement by at least 2 years
- Increasing focus and investment to reduce infrastructure leakage
- Continuing education and voluntary conservation measures
- Reviewing enforcement approaches to ensure they are fair and proportionate
There is a global agenda at play — the United Nations (UN) and other unelected Non-Government Organizations (NGOs) have determined that water and its governance is the lynchpin to all the world’s woes — poverty, climate change, food security, etc. — and therefore must be controlled as a critical managed lever and a strategic investment asset.
Action4Canada asserts that Calgary’s proposed water surveillance and restrictions, under the guise of water management and sustainability, is a trojan horse of scarcity leading to global centralised control of this abundant resource and God-given right; all in service to the debunked climate change narrative.

I am writing to address City Council’s proposed Water Efficiency Plan, scheduled for consideration on April 28 during a regular council meeting. I am aware that Councillor Mike Jamieson has raised concerns, and I am in full agreement with his stated position:
“At Committee, I was the lone ‘No’ vote against an infrastructure prioritisation framework with criteria driven in part by ideological factors like equity, climate, and Truth and Reconciliation scoring. Calgary is in an infrastructure deficit. Pipes and roads should get fixed because they’re failing, not because they check the right ideological boxes.” Clr Mike Jamieson
The proposal to implement water usage monitoring and restrictions in Calgary, under the guise of conservation and governance, aligns with the United Nations (UN) and other unelected Non-Government Organizations (NGOs) global agenda to treat water as a managed resource and a strategic investment asset. This is not within the mandate of City Council, nor is it what I—as a taxpayer—expect from my elected representatives. The role of City Council is to prioritise infrastructure development and promote public education on water-saving practices, not to infringe on citizens’ rights or foster a culture of surveillance and spying.
Therefore, I urge the Mayor and Council to abandon this Water Efficiency Plan in its entirety or at the very least incorporate Clr. Jamieson’s amendments.
