Urgent Call to Action. The City of Regina has approved amplified broadcasts of the Islamic Adhan (call to prayer) in downtown Regina—audible for over a kilometre radius, with zero public consultation. This is not a minor noise issue or accommodation. It is a strategic public assertion of Islam in the heart of the city, directly across from City Hall and an incremental step toward further expansion. Whether you live in Regina or not this affects you so please take action.
The mosque is now claiming it has been targeted by ‘threats’, and the Regina Police Service has wasted no time issuing a public statement and providing the mosque with extra protection while touting “hate crimes” under the new legislation (Bill C-9). The mosque appears to have created a problem and is now using the victim card, crying “Islamophobia” to suppress legitimate opposition from local residents. Voicing concerns in a democracy is not hate—it is the exercise of free speech and the right to protect ‘our’ Constitutionally enshrined Christian heritage and culture. Weaponizing and shutting down legitimate concerns is undemocratic and it must be stopped now!

Dear Mayor and Members of City Council,
Re: Immediate Revocation of Amplification Permit for Islamic Call to Prayer at Regina City Jamia Masjid
I am writing to express strong opposition to the public broadcast of the Islamic Adhan (call to prayer) and to insist upon the immediate and permanent revocation of the amplification permit granted to the Regina City Jamia Masjid. This permit, issued without public consultation and under the City’s noise abatement bylaw and valid until July 10, 2026, with further review pending, must be cancelled.
By granting this permit, the City favours one group’s expression to the exclusion of others and interferes with the freedom of conscience and belief of non-adherents. Unlike Church bells, which are in alignment with our Christian cultural heritage, the Muslim call to prayer is broadcasting the Adhan which includes repeated proclamations such as “Allahu Akbar (god is greatest),” “There is no god but Allah,” and testimony to Muhammad as his messenger. These assertions over loudspeakers into public spaces imposes one group’s ideology upon all residents, violating their right to public spaces free from compelled exposure to beliefs they do not share.
Lebanese Muslim Association (LMA) secretary Gamel Kheir argued that opposition to this imposition is “blatantly racist”, “Islamophobic slurs”, and that Canada is a “multicultural society and secular country”. These false and unsubstantiated claims are being weaponized to shut down legitimate concerns. In reality, the call to prayer is a strategic tactic to expand Islam in Canada, consistent with quranic instructions in 4:97-100 and 9:29. These verses direct Muslims to migrate strategically (hijra) and advance Islam in non-Muslim lands for “the cause of Allah,” including through public assertion and demographic presence until dominance is achieved.
Anisur Rahaman, director of the RCJM, basically acknowledged this when he told CTV News that “this will help us in Regina to be familiar and introduce the Regina City Jamia Masjid within the Muslim and the non-Muslim community”. He further stated that the one-month permit is a test “before they actually issue a permit for a longer period of time.”
The Constitution, Charter of Rights and Freedoms and the Coronation Oath are clear that Canada is in fact founded on Judeo-Christian values. Canada’s Constitution begins with the Charter Preamble: “Whereas Canada is founded upon principles that recognize the supremacy of God and the rule of law.” Section 27, concerning the preservation and enhancement of the multicultural heritage of Canadians, must be interpreted consistently with this foundational principle. Multiculturalism is limited to the recognition that there are many people living in Canada from different cultures but they are required to adhere to core Canadian values rooted in our Judeo-Christian heritage. It does not authorize the imposition of foreign belief systems. As for Canada being a “secular country” there have been no amendments to the Constitution to support this argument.
The Coronation Oath binds the Crown and its representatives, including you, to uphold the Protestant Reformed religion and the rule of law grounded in Canada’s Christian Constitutional heritage. Additionally, Canada recognizes only English and French as official languages—public broadcasts in any foreign language does not align with this framework.
Every Canadian has the right to live free from the forced acceptance or exposure to foreign beliefs in shared public spaces. Compliance with noise bylaws cannot override these higher Constitutional duties.
We call upon you to:
- Immediately revoke the existing permit and deny any extensions or long-term approvals.
- Uphold Canada’s Constitutional foundations.
Legitimate concerns regarding public policy, Constitutional fidelity, and resident rights are protected expression and do not constitute hate. We expect prompt action to reverse this decision.
