Register Today to Attend the WMR Regional Planning Meeting

Many Manitobans worked tirelessly to stop the Winnipeg Metropolitan Region’s controversial Plan20-50. Following widespread public opposition, the plan was abandoned. However, recent developments raise an important question: Is WMR Plan20-50 being rebranded under a new name?
• Plan20-50 was stopped following significant public opposition on December 19, 2024.
• Despite this victory, the Capital Planning Region (CPR), operating as the Winnipeg Metropolitan Region (WMR), remains a provincial construct and is still mandated to develop and adopt a regional plan.
• The WMR is now moving forward with a new draft Regional Plan that will influence land use, housing, transportation, infrastructure, economic development, and environmental planning throughout the region.
• Several municipalities, including Selkirk, West St. Paul, Dunnottar, St. Andrews, Macdonald, Springfield, Taché, Rockwood, East St. Paul, St. Clements, and Stonewall, have passed resolutions to withdraw from the CPR due to ongoing concerns regarding governance, local autonomy, and regional planning authority.
• A public open house has been scheduled for June 25, providing citizens with an opportunity to learn more about the proposed plan and ask questions.
Whether this new Regional Plan addresses the concerns that led to the rejection of Plan20-50—or simply repackages them under a different framework—remains to be seen. What is certain is that decisions made today will shape our communities for decades to come. We therefore encourage all Manitoba members, particularly those within the Capital Planning Region, to attend the June 25 meeting, become informed, and make their voices heard.
Suggested questions to ask:
- Which specific policies, objectives, growth projections, or planning assumptions from Plan20-50 have been retained in the new Regional Plan?
- What concerns raised by citizens regarding Plan20-50 have been addressed, and how have they been addressed?
- Will municipalities be required to amend their local development plans to conform with the Regional Plan?
- What authority will the CPR/WMR have over future municipal planning, land-use, and development decisions?
- Why have several municipalities passed resolutions to withdraw from the CPR, and how has the WMR responded to those concerns?
- How will private property rights be protected under the Regional Plan?
Manitobans fought hard to stop Plan20-50. Before a new Regional Plan moves forward, citizens deserve clear answers and a meaningful opportunity to evaluate what is being proposed. Together, we can help protect local decision-making and preserve the rights and freedoms of our communities for generations to come!
