As we expected the Winnipeg Metropolitan Region (WMR) is trying to pull a fast one. There is a lot on the line for them after years of nefariously advancing the Plan20-50 agenda. In response to the growing public opposition they are changing by-laws to suit their needs.
The WMR did not postpone the meeting today and instead went ahead with it and passed by-laws in violation of the public’s right to attend in-person meetings to express their concerns. Michael Moore, the Board Chair, admitted that in person meetings are better but despite this fact they passed a by-law to have their meetings on-line. Moore further stated that he doesn’t want to hear from the public. This is an outrage. They further passed agenda items that were listed on a ‘draft’ document and consisted of misinformation and false claims. It is obvious that the WMR is taking these steps to severely limit public engagement and the stunt to hold on-line meetings means they, in their minds, aren’t required to find a facility large enough for everyone to attend. The fact is that they can’t find a facility large enough to house the opposition of the public!!
Since its inception in 2023 the WMR board members have received paycheques, yet they have accomplished nothing that benefits the residents of the 18 Districts they oversee. What is the cost of to fund the WMR board? The RM of West St.Paul reported that they were mandated, by regulation, to make a contribution to the WMR, costing them $269,400.00 (population 5000). This is only one payment out of the 18 municipalities. There needs to be an investigation and there needs to be transparency. It appears that the members of the WMR board are benefitting financially by running the Plan2050 despite the public’s loud opposition to it. Learn more here.
However, there is good news, as a result of Action4Canada’s campaigns and the Winnipeg team serving the 15 Minute City NOLs, we have not only interrupted the advancement of Plan20-50 but we have also disrupted the Provincial Cabinet. Ian Bushie is no longer the Minister of Municipal and Northern Relations. Hon. Glen Simard is the new Minister.

Action4Canada’s strategy is working and we are not going stop until unelected bureaucracies are removed and government elected officials remember that they work for the people. But we can’t accomplish this without your active participation. Thank you!!

CPR Organization and Procedures By-law: Proposed Updates
*This is the first time the WMR is using this platform to conduct a public meeting and restricts access due to the fact that not everyone is, or wants to be, subscribed to Youtube. Further, the WMR Agenda exposes that they are attempting to change by-laws in an effort to gain greater control and prohibit the public from expressing their concerns.
Because of the work of Action4Canada and our members the WMR’s Plan20-50 was severely interrupted in August and the upcoming Board Meeting is an obvious attempt to recover their losses. In reality the WMR is just another costly and useless provincial bureaucracy that needs to be permanently cut.
Please take action and demand this meeting be postponed until they accommodate everyone. Be ready to join the meeting on Thursday if they do not comply with the action. Your presence is critical.

Attention WMR Board:
It has come to my attention that the Annual General Meeting is taking place on Thursday November 28, 2024 via Youtube. This platform is not accessible to all members of the public. There does not appear to be an option for non-digital public participation. Therefore, I demand that the meeting be postponed and rescheduled to include the long-established and accepted in-person meeting, so that all members of the public can attend.
Further, the proposed updates to the CPR Organization and Procedures By-law appear to be seeking to replace elected Board members with Directors. Why is this action taking place and who are the Directors? What impact will this have on representation at the local municipal level?
The WMR has lost the public’s trust and these most recent proposed updates to the by-laws brings into further question the integrity of this unelected body. It would appear that the WMR is attempting to take over my local representation. The fact is that the WMR is ineffective and unnecessary and is just another blotted bureaucracy costing taxpayer’s money, and therefore must be dissolved.
