Joining us on the next Empower Hour is special guest, The Honourable Brian Peckford P.C., former Premier of Newfoundland and the last surviving architect of the Canadian Charter of Rights and Freedoms.
In March of 1979, Mr. Peckford became the third Premier of Newfoundland. As the youngest first minister in Newfoundland history, his list of accomplishments is impressive: negotiated the first Atlantic Accord with Ottawa; Hibernia oil field development; new provincial flag; expansion of high school to grade 12; construction of the Trans-Labrador Highway; creation of the Department of Environment, to name just a few.
In 1982, Mr. Peckford was involved in the Constitutional Patriation Process, the political procedure that led to full Canadian sovereignty, culminating with the Constitution Act which was signed by Queen Elizabeth.
The Charter of Rights became a part of the Constitution providing guaranteed rights and freedoms for Canadian citizens and was incorporated into the Supreme Law of the land. These rights and freedoms include freedom of conscience, religion, thought, belief, expression, the press, peaceful assembly, association, mobility rights, and the right to life, liberty and security of the person.
The Charter was incorporated into the Constitution to ensure future governments could not simply make changes. In order to change any part of the Constitution, seven out of the ten provinces, and over fifty percent of the population, would need to be in agreement. This ensured a strong barrier of protection. However, when you have a tyrannical government walking all over it, that is a whole other story and we are in need of a bold and swift reaction. The power is in the people. Three percent can, and will, turn this around.
Described as ‘bold and tenacious’, Mr. Peckford was popular with voters as he stood up for them, but was in frequent conflict with multinationals and the federal government.
