Further Call to Action: Ministerial Order – Close the Loopholes! Protect Children!

In May, the Alberta government took an important step by acknowledging that many sexually explicit books have been made available to children in schools. Demetrios Nicolaides, Minister of Education, committed to reviewing and removing these materials. This massive win was thanks in large part to the diligent efforts of Action4Canada’s Calgary team, who served the SOGI 123 Notice of Liability, engaged officials, and submitted extensive evidence exposing the harms of the pornographic books and SOGI 123 resources.

On July 10, a Ministerial Order was issued mandating the removal of all sexually explicit materials from K–12 school libraries by October 1, 2025—a significant victory for concerned parents.

But critical loopholes remain. The Order does not apply to the 55 municipal public libraries located within schools. Teachers still have full discretion to select sexually explicit materials for classroom instruction.

Minister Nicolaides has rightly said, “Our big concern is around the graphic depiction of molestation, sexual acts, and self-harm.” Yet under these loopholes, children remain vulnerable to precisely that content—through activist teachers and public library branches operating inside schools.

If protecting children is truly the goal, the loopholes must be closed.

We must urge the Government of Alberta to extend these standards to all learning environments—including municipal libraries in schools and classroom resources—and to ensure strict oversight of content provided to students. Alberta parents and children deserve nothing less.

Subject: Age-Appropriate Material in School

Dear Minister Nicolaides,

Thank you for your recent action to implement province-wide standards ensuring that school library materials are age-appropriate and free of sexually explicit content. This is an important step forward in protecting Alberta’s students.

However, critical loopholes remain. The new standards do not apply to:

  • The 55 municipal public libraries housed within schools
  • Teaching resources selected by teachers for classroom use
  • Inter-library loans between public and school libraries

Additionally, SOGI 123 continues to introduce harmful materials under the guise of inclusion.

If a resource is not appropriate for a school library, it should not be accessible in any school setting. These gaps undermine your efforts and continue to expose minors to content that violates Section 163.1 of the Criminal Code and definitions of sexual abuse under the Canadian Centre for Child Protection.

I respectfully urge you to:

  • Extend the standards to all in-school public libraries and classroom resources selected by teachers
  • Ensure all inter-library loans comply
  • Require teachers to disclose all materials used in instruction—especially when parental opt-in or consent is required.
  • Remove SOGI 123 from K–12 classrooms
